PM Modi to meet U.K. PM Starmer in Mumbai, to inaugurate infrastructure projects

Prime Minister Narendra Modi is set to meet the United Kingdom’s Prime Minister Keir Starmer in Mumbai on Thursday (October 9, 2025), during his two-day visit to Maharashtra. The visit will mark an important chapter in strengthening the India-U.K. Comprehensive Strategic Partnership and advancing India’s infrastructure development through the inauguration of several landmark projects.
Strengthening India-U.K. Relations
According to the Prime Minister’s Office (PMO), both leaders will review progress on the India-U.K. Comprehensive Strategic Partnership in alignment with ‘Vision 2035’ a roadmap for the next decade focusing on trade and investment, technology and innovation, defence and security, climate and energy, health, education, and cultural exchange. The meeting will also explore future opportunities under the India–U.K. Comprehensive Economic and Trade Agreement (CETA), aimed at boosting bilateral trade and economic cooperation.
Participation at the CEO Forum and Global Fintech Fest 2025
During his visit, Prime Minister Modi will host Prime Minister Keir Starmer at the Jio World Centre, Mumbai, to participate in the India-U.K. CEO Forum. This event will provide a platform for business leaders from both nations to explore partnerships in trade, technology, and finance.
Later, both leaders will attend the sixth edition of the Global Fintech Fest 2025, themed “Empowering Finance for a Better World – Powered by AI, Augmented Intelligence, Innovation, and Inclusion.” The convention is expected to witness participation from around 7,500 companies, 800 industry speakers, 400 exhibitors, and 70 regulators from across the world. With a projected attendance of over 100,000 participants from more than 75 countries, the fest will emphasize the role of innovation and ethical technology in shaping a sustainable global financial future.
Inauguration of Navi Mumbai International Airport and Mumbai Metro-3
One of the major highlights of Prime Minister Modi’s visit will be the inauguration of Phase 1 of the Navi Mumbai International Airport (NMIA), India’s largest Greenfield airport project. Built at a cost of approximately ₹19,650 crore, NMIA spans 1,160 hectares and has the capacity to handle 90 million passengers annually along with 3.25 million metric tonnes of cargo. The airport also features an Automated People Mover (APM) system to ensure seamless inter-terminal connectivity.
In addition, the Prime Minister will inaugurate Mumbai Metro Line-3, Phase 2B, stretching from Acharya Atre Chowk to Cuffe Parade. The 33.5 km fully underground metro line connects Aarey JVLR to Cuffe Parade, linking cultural landmarks like Fort, Kala Ghoda, and Marine Drive with financial hubs such as the Bombay High Court, RBI, BSE, and Mantralaya. The ₹37,270 crore project aims to serve over 13 lakh commuters daily, marking a significant leap in Mumbai’s urban mobility.
Launch of Key Digital and Skill Initiatives
Apart from the major infrastructure projects, PM Modi will also launch the Mumbai One Mobility App, designed to enhance urban travel convenience, and the Short-Term Employability Program (STEP), initiated by the Department of Skill Development to empower youth with industry-relevant skills and job readiness.
