Modi, Starmer call for a ‘two-state solution’ to Israel-Palestine conflict

In a significant diplomatic development, Prime Minister Narendra Modi and his U.K. counterpart Keir Starmer on October 9, 2025, made a joint appeal for a “two-state solution” to resolve the long-standing Israel-Palestine conflict. Both leaders expressed support for U.S. President Donald Trump’s Gaza peace plan, emphasizing the need for an immediate and lasting ceasefire, the release of hostages, and the delivery of humanitarian aid to affected regions.

Modi Congratulates Trump on Gaza Peace Initiative

Following their meeting, Mr. Modi spoke with President Trump over the phone, congratulating him on what he termed the “historic Gaza peace plan.” Modi shared on X (formerly Twitter), “Spoke to my friend, President Trump, and congratulated him on the success of the historic Gaza peace plan. Also reviewed the good progress achieved in trade negotiations. Agreed to stay in close touch over the coming weeks.”

India-U.K. Partnership: A Pillar of Global Stability

During his talks with Prime Minister Starmer, Mr. Modi described the India-U.K. partnership as an important pillar of global stability amid the current turbulent international environment. Both leaders reiterated their commitment to dialogue and diplomacy as the foundation for peace efforts in both Gaza and Ukraine, calling for “a just and lasting peace” in the war-torn regions.

“India and the U.K. are natural partners. In the current era of global instability, this partnership remains a vital pillar of global stability and economic progress,” said Mr. Modi. He emphasized combining the U.K.’s industrial expertise and R&D with India’s talent and scale to drive innovation and growth.

Strengthening Global Cooperation

The joint statement issued after the talks highlighted shared commitments to global peace, prosperity, and a rules-based international order. It underscored both nations’ cooperation in areas such as climate change, sustainable development, youth engagement, and maritime security in the Indo-Pacific region.

Foreign Secretary Vikram Misri reaffirmed India’s commitment to regular dialogue on migration issues, stating, “We don’t support illegal immigration.” Meanwhile, both leaders condemned recent acts of violence   Mr. Starmer condemned the Pahalgam attack in April, while Mr. Modi denounced the synagogue attack in Manchester during Yom Kippur.

Economic and Technological Advancements

Economic collaboration took center stage with discussions around the India-U.K. Comprehensive Economic and Trade Agreement (CETA). Mr. Modi described CETA as “historic,” noting that it will reduce import costs, create new jobs, and boost bilateral trade. Mr. Starmer called the agreement a “breakthrough moment”, symbolizing new energy and ambition in India-U.K. ties.

The two countries also signed the Terms of Reference to reposition the Joint Economic and Trade Committee (JETCO). Union Minister Piyush Goyal noted on X that this “institutional reset” will strengthen the framework for strategic engagement and accelerate CETA’s implementation.

Boosting Innovation and Climate Cooperation

India and the U.K. launched multiple new initiatives, including the India-U.K. Technology Security Initiative, aimed at promoting joint research and innovation in critical technologies. Other collaborations include:

  • Connectivity and Innovation Centre

  • Joint AI Research Centre

  • Industry Guild and Supply Chain Observatory for critical minerals (with a satellite campus at ISM Dhanbad)

  • India-U.K. Offshore Wind Taskforce

  • Climate Technology Startup Fund, supporting innovators in climate, technology, and AI

Starmer’s First Visit to India

This was Prime Minister Starmer’s first visit to India since assuming office. Accompanied by a delegation of over 100 entrepreneurs, cultural representatives, and university Vice-Chancellors, he aimed to strengthen cooperation on trade, education, and sustainable growth.

The Modi-Starmer summit marked a defining moment in India-U.K. relations, showcasing a shared vision for peace, progress, and prosperity   not only for their nations but for the global community. Both leaders’ unified stance on the two-state solution for Israel and Palestine reflects a renewed push for diplomatic balance and humanitarian relief in a deeply divided region.
