A Homecoming with Deep Roots
An officer of the Assam–Meghalaya cadre, Ms Roshni hails from Visakhapatnam, where she completed her entire education. Her appointment carries strong emotional and symbolic value, as her father served as a School Head Master at the Visakhapatnam Port High School. Continuing this legacy, she has now taken on a senior leadership role within the same port ecosystem, strengthening her personal connection to the organisation and the city.

Academic Excellence and Early Career
Born on April 3, 1984, Ms Roshni is a Gold Medallist in Mass Communication from Andhra University. Her academic background, combined with administrative acumen, has shaped her people-centric approach to governance. Over the years, she has gained extensive experience across district, state, and central government levels.

District and State-Level Leadership Experience
Ms Roshni has served as Additional Deputy Commissioner of Jorhat and later as Collector and District Magistrate of Jorhat district. She also held the position of Collector and District Magistrate of Dhemaji district in Assam, where she led several impactful rural development and welfare initiatives.

At the state level, she served as Secretary to the Government of Assam, including key roles as Secretary, Elementary Education, and Mission Director of Sarva Shiksha Abhiyan (SSA). She further contributed as Agriculture Secretary and Project Director of the Assam Rural Infrastructure and Agricultural Services (ARIAS) Society, driving development-focused reforms.

National Recognition and Central Deputation
In recognition of her outstanding contributions to public administration, Ms Roshni was conferred the Prime Minister’s Award for Excellence in Public Administration in 2018. Prior to her appointment at VPA, she was on central deputation as Joint Development Commissioner at the Visakhapatnam Special Economic Zone (VSEZ), gaining valuable experience in industrial development and economic governance.
