PM Narendra Modi Inaugurates Haldia Bulk Terminal to Boost Eastern Maritime Infrastructure

India has taken another major step toward strengthening its maritime infrastructure with the inauguration of the Haldia Bulk Terminal (HBT) by Prime Minister Narendra Modi at the Haldia Dock Complex in West Bengal. The new terminal marks an important milestone in enhancing cargo-handling capacity along India’s eastern seaboard and improving logistics connectivity for industries across eastern India.

Developed by Adani Ports and Special Economic Zone (APSEZ), the terminal is a fully automated dry bulk handling facility designed to handle large volumes of cargo efficiently. With an annual cargo handling capacity of approximately 4 million metric tonnes, the terminal is expected to significantly strengthen port operations and streamline bulk cargo movement in the region.

A Modern Facility for Efficient Cargo Handling

The Haldia Bulk Terminal is strategically located along the Hooghly River, making it ideal for handling imported coal and other dry bulk commodities required by industries across eastern India. These commodities are vital for sectors such as power generation, steel production, and manufacturing, which depend heavily on steady supplies of raw materials.

The project was executed under a Design, Build, Finance, Operate and Transfer (DBFOT) concession model by HDC Bulk Terminal Ltd.. Construction of the facility began in July 2023, and the terminal has now been successfully completed and commissioned within a relatively short timeframe.

Advanced Technology and Environmental Benefits

One of the key highlights of the terminal is its fully mechanised cargo handling system, which significantly improves operational efficiency. The facility also features direct rail evacuation, allowing cargo to move quickly from ships to inland destinations.

These technological advancements offer several benefits:

  • Faster cargo movement through automated handling systems

  • Reduced cargo handling losses, ensuring better resource management

  • Lower environmental impact compared to traditional bulk handling methods

  • Improved safety and operational reliability

By minimizing manual intervention and optimizing logistics, the terminal helps create a more sustainable and efficient port ecosystem.

Strengthening Eastern India’s Industrial Supply Chain

The new terminal is expected to bring major logistical advantages to industries in West Bengal, Odisha, and Jharkhand. These states host numerous power plants, steel factories, and manufacturing units that rely on consistent imports of coal and other raw materials.

With enhanced bulk cargo handling capacity, the Haldia Bulk Terminal will help:

  • Ensure smoother supply chains for industrial sectors

  • Reduce transportation delays and logistics bottlenecks

  • Improve regional trade efficiency

  • Support economic growth in eastern India

The improved infrastructure is also expected to reduce congestion at other ports and improve the reliability of maritime trade routes in the region.

Aligning with India’s Port Modernisation Vision

The commissioning of the Haldia Bulk Terminal aligns with the government’s broader vision of modernizing India’s port infrastructure and reducing logistics costs. Efficient ports play a crucial role in enhancing trade competitiveness and strengthening industrial corridors.

By integrating modern cargo-handling technology, rail connectivity, and efficient logistics systems, the terminal contributes to the government’s efforts to build a stronger multimodal transport network across the country.

Conclusion

The inauguration of the Haldia Bulk Terminal marks an important milestone in India’s maritime infrastructure development. With advanced automation, enhanced cargo capacity, and improved logistics connectivity, the facility is set to become a key asset for the eastern region’s industrial growth.

As India continues to invest in modern port infrastructure, projects like this will play a critical role in boosting trade efficiency, supporting industrial expansion, and strengthening the nation’s position in global maritime commerce.
