Odisha accelerates momentum in maritime development drive

Odisha is rapidly emerging as a major player in India’s maritime sector by embracing a visionary and policy-driven approach to port development. Under the leadership of the Commerce & Transport Department and the Odisha Maritime Board, the state is implementing robust strategies to modernize key ports, enhance connectivity, and establish integrated port-linked economic zones. These efforts are aimed at driving coastal prosperity, facilitating long-term growth, and reinforcing Odisha’s position as a vital trade hub.

Non-Major Ports Show Promising Growth

The combined cargo handling capacity of Odisha’s non-major ports has reached 80 Million Tonnes Per Annum (MTPA). Notably, Dhamra Port handled an impressive 46.08 MTPA, while Gopalpur Port contributed 6 MTPA in the financial year 2024–2025. These two ports alone added significantly to the state’s revenue, generating Rs 306.15 crore. Their performance underscores the growing importance of non-major ports in complementing the state's maritime infrastructure.

Paradip Port Continues to Lead

While Odisha’s non-major ports are scaling up, Paradip Port Authority has retained its title as India’s top-performing major port by handling 150.41 MTPA of cargo during the same period. Investments in deeper berths and advanced port technologies have expanded capabilities, opening doors for trade, industrial integration, and economic development on a regional scale.

Boosting Connectivity and Trade

Odisha is fast becoming a central hub for international trade, thanks to improved port connectivity through Dhamra and Gopalpur ports. These improvements have enhanced the state’s export-import efficiency and market access. Domestically, the focus on feeder services and coastal shipping routes is strengthening links to key agricultural and industrial centers, enabling seamless last-mile delivery of goods.

Strategic Investments in Port Infrastructure

To promote industrial growth, the state has entered a concession agreement with JSW Utkal Steel Limited for building a captive jetty to serve its Integrated Steel Plant. This project will attract an investment of Rs 2,104 crore and is expected to create approximately 3,450 direct and indirect jobs.

Simultaneously, the amendment of the concession agreement with Gopalpur Ports Ltd. has facilitated a 95 percent equity share transfer to Adani Ports & SEZ. This strategic move will bring in a massive investment of Rs 16,554 crore and generate over 5,000 employment opportunities, reinforcing Odisha’s commitment to inclusive economic development.

Focus on Sustainability and Safety

Odisha’s marine development policy stands out for its strong emphasis on sustainability, integrated logistics, and multimodal transport. The strategic integration of rail, road, and inland water transport networks is enhancing port efficiency while ensuring environmental viability.

As part of its safety-first approach, the Directorate of Ports & Inland Water Transport (IWT) has distributed approximately 35,000 life-saving devices including life jackets, buoyancy aids, and fire extinguishers to boat owners, with a generous 95 percent subsidy.

Maritime Training and Skill Development

To build a skilled maritime workforce, the Odisha Maritime Academy and the Crew Training Institute in Chandbali have introduced simulators that provide real-time ship operation training. These educational upgrades are equipping students with practical knowledge and experience, essential for supporting the state’s growing maritime ambitions.
