GMB set to unveil six new policies to boost Gujarat’s maritime ecosystem

Gujarat is preparing for a major leap in its maritime development as the Gujarat Maritime Board (GMB) receives the state government’s approval to roll out six new policies and regulatory frameworks. These upcoming reforms aim to modernise port operations, streamline land usage, strengthen shipbuilding capabilities, and enhance inland water transport across the state. Officials have confirmed that the policies will be formally announced soon.

Strengthening Shipbuilding & Repair Capabilities

One of the most impactful components of the new framework is the shipbuilding and repair policy. Designed to attract domestic and global investments, the policy encourages the development of shipyards, dry docks, fabrication units, repair facilities, and marine component manufacturing hubs. By creating a conducive environment for advanced maritime infrastructure, Gujarat aims to reinforce its position as a leading shipbuilding and maintenance destination in India.

Unified Land Management for Better Governance

GMB’s new land management policy will consolidate multiple existing circulars and guidelines into a single, well-defined regulatory framework. This unified system will govern all land vested, acquired, reclaimed, procured, or managed by GMB. The objective is to improve transparency, streamline processes, and ensure clear governance across land allotment and utilisation.

New Land Reclamation Policy for Efficient Utilisation

Alongside land management, a dedicated land reclamation policy will be introduced to regulate the utilisation, leasing, and administration of reclaimed areas. The policy aims to provide clarity and streamline procedures, making development activities more efficient and aligned with environmental standards.

VTMS Policy for Safer Navigation in the Gulf of Khambhat

Given the Gulf of Khambhat’s heavy vessel movement and ecological sensitivity, GMB will implement a new Vessel Traffic Management System (VTMS) policy. This policy will define ownership, operational responsibilities, maintenance protocols, and staffing standards for monitoring vessel traffic. Enhanced monitoring is expected to boost maritime safety, reduce navigation risks, and ensure environmental protection in the region.

New Rules to Operationalise the Gujarat Inland Vessels Act

To strengthen the state’s inland water transport, two separate regulatory frameworks will be announced for inland vessels:

  • Category A & B vessels: Covering commercial and larger transport vessels

  • Category C vessels: Covering pleasure crafts under 10 metres, including leisure boats operating within city limits

These rules will define vessel survey procedures, registration norms, seaworthiness checks, detention guidelines, and pollution-control measures. The regulations align with national standards while addressing Gujarat’s unique operational and environmental needs.

Boosting Efficiency, Investment, and Maritime Growth

Collectively, the six new policies are expected to enhance regulatory efficiency, provide long-term clarity to stakeholders, and stimulate investment across Gujarat’s maritime sector. From modernising shipbuilding to ensuring safer navigation and strengthening inland vessel operations, the reforms underline the state’s commitment to building a world-class maritime and port ecosystem.
