Directorate General of Shipping highlights role of shipping development branch in strengthening Indian maritime sector
India’s maritime sector plays a vital role in supporting international trade, coastal connectivity, and economic growth. Reinforcing this importance, the Directorate General of Shipping (DGS), under the Ministry of Ports, Shipping and Waterways, has shared an official message from Shri Nebu Oommen, Dy. Chief Ship Surveyor-cum-Senior Deputy Director General of the Shipping Development Branch, outlining how the branch contributes to the regulation and development of the Indian shipping industry.
Mandate of the Shipping Development Branch
The Shipping Development Branch functions as a key regulatory and facilitative arm of the Directorate General of Shipping. As highlighted by Shri Nebu Oommen, the branch is primarily responsible for administering vessel licensing under the Merchant Shipping Act. This mandate ensures that vessels operating in Indian waters comply with national laws and international maritime standards.
Vessel Licensing Under the Merchant Shipping Act
A major responsibility of the branch lies in implementing Sections 406 and 407 of the Merchant Shipping Act. These provisions govern the licensing of vessels operating along the Indian coastline as well as ships engaged in trade between Indian ports and international destinations. Effective enforcement of these sections is essential to maintaining safe, efficient, and well-regulated maritime operations across domestic and international routes.
Focus on Ship Safety and Regulatory Compliance
Shri Oommen emphasized that continuous monitoring of ship safety in Indian waters and offshore areas remains a top priority. Through inspections, compliance checks, and regulatory oversight, the Shipping Development Branch supports the Directorate General of Shipping’s commitment to maintaining high safety standards and ensuring orderly maritime activities.
Policy Support and Strategic Industry Development
Beyond regulation, the Shipping Development Branch plays an important advisory role. It contributes to the implementation of the Government of India’s RFR (Regulatory Framework for Regulation) policies and provides policy guidance to the Ministry on strategic maritime issues. These include initiatives to increase India’s national tonnage and promote sustainable, long-term growth in the shipping sector.
Guidance for Industry Stakeholders
To enhance transparency and ease of compliance, the Directorate General of Shipping has encouraged industry stakeholders and maritime professionals to refer to the FAQ section available on the Digi Shipping website for general licensing requirements. For specific or complex queries, stakeholders are advised to connect directly with the Shipping Development Branch via email or personal contact.
Commitment to a Progressive Maritime Ecosystem
Reaffirming its mission, the Directorate General of Shipping has reiterated its dedication to fostering a safe, compliant, and progressive maritime environment. Through the active role of the Shipping Development Branch, the DGS continues to support India’s expanding footprint in global shipping and international trade, strengthening the country’s position as a reliable and responsible maritime nation.
