Centre okays ₹887-crore Marina at Mumbai Harbour to boost maritime tourism

Mumbai Harbour is set to witness a major transformation with the Union government sanctioning an ₹887-crore project to develop a world-class marina. The initiative marks a significant step towards strengthening Mumbai’s maritime tourism potential and advancing India’s blue economy ambitions.

Project Approval and Tender Timeline
Approval has been granted for the port authority’s investment, and tenders for the project have already been issued. As per the announced schedule, bids are set to close on December 29, 2025, paving the way for timely execution of this landmark infrastructure development.

Hybrid Development Model Explained
The marina project will be implemented through a hybrid development model. Under this structure, the Mumbai Port Authority will invest approximately ₹470 crore to construct the core marine infrastructure on an engineering, procurement and construction (EPC) basis. Alongside this, a private developer will contribute an estimated ₹417 crore to develop onshore facilities, ensuring balanced public and private sector participation.

Marina Design and Infrastructure Features
Spread across nearly 12 hectares of water area, the marina is designed to accommodate 424 yachts, each with a length of up to 30 metres. The planned marine infrastructure includes an approach trestle, piled breakwater, service platforms, pontoons and gangways. These facilities are aimed at ensuring safe, efficient and international-standard yacht berthing and operations within Mumbai Harbour.

Employment Generation and Economic Impact
Beyond infrastructure creation, the marina project is expected to generate more than 2,000 jobs across marina management, cruise services, hospitality and allied sectors. The development is also intended to encourage greater private sector involvement in coastal infrastructure while improving public access to Mumbai’s waterfront.

Vision for Maritime Tourism and Blue Economy
Union Minister for Ports, Shipping and Waterways Sarbananda Sonowal highlighted that the marina would deliver international-standard facilities and open up the harbourfront for public use. He emphasized that the project would attract private investment, create new employment opportunities and help position Mumbai as a global maritime tourism hub, while supporting India’s broader blue economy objectives.

With approvals in place and tenders underway, the Mumbai Harbour marina project represents a strategic move towards modernizing coastal infrastructure and unlocking new opportunities in maritime tourism and economic growth.
